PROBLEM TO BE SOLVED: To obtain the consistency of subscriber data in a subscriber data transfer process and to continue a call processing when a fault occurs in the subscriber data transfer process. SOLUTION: An SCP 2 of a transfer source inhibits the access of the access inhibition state flag of subscriber data and disables subscriber data update during subscriber data transfer when subscriber data stored in the SCP 2 of the transfer source is individually read by an SMS 4 and it is transferred to an SCP 3 of a transfer destination. When the fault occurs in the SMS 4 after SCP 2 of the transfer source inhibits the access of the access inhibition state flag, the access inhibition state of subscriber data exceeding access inhibition release time which is set at every subscriber data is released.
