PROBLEM TO BE SOLVED: To prevent generation of an inferior article according to changing of a drum winding diameter, by controlling it quickly to an adequate value without measuring the drum winding diameter, in a rotational speed of an electric motor for winding when operation is restarted after replacement of a winding drum. SOLUTION: An angleθof a dancer roller 7 provided in the forward step of a winding drum 2 for winding a long scaled-material 1 is input to a winding diameter arithmetic device 22, by correcting its calculated winding diameter arithmetic value D* by this dancer roller angleθ, a difference between a supply speed and a winding speed of the long scaled-material 1 can be eliminated more quickly than in the past. Alternatively, by inputting the dancer roller angleθto the winding diameter arithmetic device 22 through a limiter 33, only in the case that the difference between the supply speed and the winding speed of the long scaled-material 1 is a prescribed value or more, the winding diameter arithmetic value D* calculated by the winding diameter arithmetic device 22 is corrected by the dancer roller angleθ.
