PROBLEM TO BE SOLVED: To provide an ophthalmic composition effective against congestion symptom of the ocular-mucous membrance. SOLUTION: This ophthalmic composition is obtained by formulating (a) ibudilast, and (b) at least one kind selected from the group consisting of tetrahydrozoline, naphazoline, phenylephrine ephedrine, methylephedrine, epinephrine and a salt thereof. The eye drop or the eye ointment comprises the ophthalmic composition.
