PROBLEM TO BE SOLVED: To realize the reduction of a manufacturing time and prevent air from being trapped in a product tire. SOLUTION: In forming a belt layer (9) having a hollowed structure, two cord aggregates (1a and 1b), each of which comprises a plurality of parallelly arranged belt layer cords, positioned at a predetermined interval are mutually connected by a rubber sheet member (1c) to form an innermost belt layer material (1) which is, in turn, bonded to a carcass band over the whole periphery thereof in such a state that the central part of the carcass band is expanded and deformed.
