PROBLEM TO BE SOLVED: To obtain a cosmetic composition having excellent gloss, in which the effusion of a fat phase from the composition and the movement of the composition to wrinkles or fine wrinkles after applied to the skin or the lips are limited. SOLUTION: A composition constituted of a combination of a specific polymer-based gelling agent, a solid particle and an amphiphilic silicone, and containing a liquid fat phase comprising at least one silicone oil, is prepared. In the composition, the liquid fat phase, the polymer, the solid particle and the amphiphilic silicone form a biologically permissible medium.
