PROBLEM TO BE SOLVED: To provide an elector device and a tunnel excavator which contribute to improvement in excavation efficiency and in reliability by controlling the driving speed of the tunnel excavator with high accuracy. SOLUTION: According to the tunnel excavator, a pedestal 28 is extended rearward from a support column 27 erected at the rear of an excavator main body 11, and the elector device 29, a scaffold 30, and a form retention device 31 are set on the pedestal 28. Then, in the elector device 29, a mobile body 33 is movably supported by a sliding jack 42 along a guide rail 32 fixed to the pedestal 28 in a tunnel longitudinal direction, and a rotary ring 46 is rotatably supported by the mobile body 33, followed by arranging a holding grip 52 on the rotary ring 46 in a vertically movable manner.
