PROBLEM TO BE SOLVED: To prepare an O/W-type cosmetic free from tackiness, giving smooth and refreshing feeling and having excellent adhesiveness to the skin, water and oil repellency and aging stability. SOLUTION: A powdery water and oil repellent surface-treated with a phosphoric acid ester having a perfluoroalkyl group and an acrylic copolymer having a molecular weight of 30,000-300,000 and holding a dimethylpolysiloxane as a side chain is formulated together with an ionic surfactant to a cosmetic.
