PROBLEM TO BE SOLVED: To provide a PVA-based paper sizing agent which holds its characteristics as such, can prevent the adhesion of paper to the surfaces of drying metal rolls in a paper-making process without deteriorating the physical properties of the paper, and can consequently prevent the staining of the surfaces of the metal rolls. SOLUTION: PVA is mixed with PEG, and the aqueous solution of the mixture is used as a paper-sizing agent. The paper-sizing agent can prevent the adhesion of paper to the surfaces of drying metal rolls in a paper-making process without deteriorating the physical properties of the paper, and can consequently prevent the staining of the surfaces of the metal rolls. Since PEG is not sufficiently compatible with PVA, PEG in the paper-sizing agent coated on paper is bled (migrated) to coat the surface of the paper with PEG. Thereby, the direct contact of PVA with the surfaces of the metal rolls is not caused, and the staining of the surfaces of the metal rolls due to the adhesion of the paper can be prevented.
