PROBLEM TO BE SOLVED: To solve the problem that, when the conventional chilled water circulating type cooling equipment utilizing snow and ice filtrates snow and ice for removing impurities contained in the snow and ice, a filter gets clogged, the permeability of the filter deteriorates, and the peripheral equipment of the cooling equipment also gets clogged and, in addition, shells which are aquatic by-products are left as they are in big piles in the coastal areas of Hokkaido and the northeastern district of Japan. SOLUTION: Regenerated shells having very high water permeability and water cleaning ability are utilized as the filter 1 of filtration equipment for clarifying used for the chilled water circulating type cooling equipment utilizing snow and ice. The filter 1 using the regenerated shells is formed by finely pulverizing the shells after the shells are washed and dried and mixing the ground shell powder with cement and a resin. Then the mixture is solidified in a plate-like shape at an ordinary temperature. Consequently, the filter 1 can surely remove impurities, such as sludge, etc., contained in the snow and ice without getting clogged and being deteriorated in permeability. In addition, the peripheral equipment of the cooling equipment, such as a heat exchanger, radiator, etc., also hardly gets clogged.
