PROBLEM TO BE SOLVED: To obtain an agent composition for permanent wave unnecessiating emulsifying pharmaceutical preparations for formulating fats and oils while maintaining the formulating effects of the fats and oils comprising improving effects mainly of touch feeling of the hair in a first agent composition or a second agent composition for permanent wave. SOLUTION: The agent composition for permanent wave comprising the first agent composition and the second agent composition includes an addition product of a polyoxyethylene to a vegetable oil as a touch improver. The second agent composition preferably includes the addition product to the vegetable oil as the touch improver. An agent for permanent wave includes this agent composition.
