PURPOSE: A public video telephone and a video communication method using the telephone are provided to add a video communication function to a conventional public telephone used for voice communication. CONSTITUTION: A public video telephone includes a video input unit(1) for transmitting an image, a display(2) for displaying the available remainder and the image inputted through the video input unit, and an ISDN/LAN/PSTN controller(3) connected to communication lines. The public video telephone further includes a main controller(6) for controlling a handset(5) and the entire system, a video processor(7) for processing images, a sound processor(8) for processing sounds, and a power supply(9) for supplying power. The public video telephone also has a key input unit(10) through which the telephone number of a called party is inputted, a sub-controller(11) connected to the main controller, and a card insertion part(12) into which a magnetic card or a smart card is inserted.
