PROBLEM TO BE SOLVED: To provide compounds having excellent herbicidal effect. SOLUTION: The tetrahydrophthalimide is presented by formula [VII] [wherein X is a halogen atom (e.g. fluorine, chlorine, bromine), Y is a halogen (e.g. fluorine, chlorine, bromine), R<5> is a 1-3C alkyl (e.g. methyl, ethyl, propyl) or a 1-3C haloalkyl (e.g. trifluoromethyl)] and a herbicide containing the compound as an active ingredient is provided.
