PROBLEM TO BE SOLVED: To provide a composition that includes silicone oil and water and shows excellent usability, for example, readily spreadable and unsticky properties, and excellent in stability with time. SOLUTION: This composition comprises the following components (A) through (E): (A) 5-60 mass % of silicone oil; (B) 2-30 mass % of a polyoxyalkylene-modified polysiloxane represented by formula (1) [wherein R<1> s are each an identical or different 1-5C alkyl or phenyl; R<2> s are each an identical or different polyoxyalkylene represented by the formula: -Q-O-(CH2 H4 O)a (C3 H6 O)b -R<3> or -(CH2 H4 O)a (C3 H6 O)b -R<3> (wherein Q is a 1-5C alkylene; R<3> is H or a 1-5C alkyl or acetyl; (a) is an integer of 1-5; (b) is an integer of 0-50); (m) is an integer of 0-150]; (C) 5-60 mass % of a polyhydric alcohol; (D) 0.1-10 mass % of salts; and (E) water.
