PROBLEM TO BE SOLVED: To provide a solar panel lid and a solar panel mounting base in which a solar power generation can be carried out under an effective utilization of an upper space of a water storing tank or a water passage. SOLUTION: There is provided a solar panel lid which is mounted over a lid receiving segment of a water tank or a water passage. A panel fixing part 20 is arranged at the upper surface of a planar plate 10 forming the lid 1. A solar power generation is carried out under an effective utilization of a space while a function of the lid is being kept by a simple structure in which only a solar panel S is fixed to the panel fixing part 20.
