PROBLEM TO BE SOLVED: To improve the production efficiency of a splice member which must be bored. SOLUTION: A cut part 2 which is formed of an accumulated material such as cork is formed on a sleeper 1. A work 100 is disposed the sleeper 1 with the cut part 2 turned upwards. A drill 120 of a cutting machine has a cutting tip 122 installed in a protruding and accommodating manner on a side part 121. A manufacturing method of the splice member 100 used in a large structure comprises a step of boring a hole 103 in the work 100, and a step of performing chamfering, deburring, countersinking, and other finishing by the cutting tip 122 on an edge part 105 on a back side 104 of the hole 103.
