PROBLEM TO BE SOLVED: To obtain a cosmetic composition excellent in conditioning effects such as moist feeling and voluminous feeling in the case of using it in hair cosmetics and excellent in feelings and in the case of using it in skin cosmetics such as smoothening property and moist feeling without sticky feeling and occlusive feeling. SOLUTION: This cosmetic composition comprises on or more kinds of surface-treated powdery bodies treated with mono-N<α> -acylarginines and/or mono- N<α> -acylarginines and one or more compounds selected from the group consisting of water-soluble polymers and/or one or more compounds selected from the group consisting of alcohol-soluble polymers.
