PROBLEM TO BE SOLVED: To provide a thin heating apparatus which can be safely used even in a narrow place wet by spray, such as a bathroom, a toilet, and a lavatory. SOLUTION: A surface sheet to decorate a surface, a shape holding sheet to hole a whole shape and flatness, a planar heat generating substance 5 covered by electric insulating synthetic resin and assigning waterproof, a thermostat 6, a heat diffusion layer to rapidly transmit partial abnormal heating of a heat generating substance to the thermostat, and a heat diffusion and heat insulation sheet 7 performing a heat insulation function in the direction of a back, are laminated on a forming die and heated and vacuum or pressure-formed in a state that a hot melt type sheet-form (or film-form) adhesive is located. Then, a back sheet 8 to decorate the back is adhered to the heat diffusion heat insulation sheet 7 and trimming is effected by nipping an edge by a molding in a U-shape in cross section to assist holding of a shape.
