PROBLEM TO BE SOLVED: To provide a composite heat insulating material which has high heat insulating properties, high moisture barrier properties, and high air-tightness imparted thereto. SOLUTION: The composite heat insulating material consists of a heat insulating layer formed of a phenolic rein foam, and a moisture-proof reflective layer laminated at least on one surface of the heat insulating layer. The moisture- proof reflective layer consists of a chartaceous layer laminated on the heat insulating layer, and an aluminum layer and a synthetic resin layer laminated on the chartaceous layer in this order.
