PROBLEM TO BE SOLVED: To provide a concrete reinforcing material which is excellent in adhesion to concrete and effectively suppresses occurrence and progress of the crack of a concrete structure using the concrete reinforcing material can and to provide a manufacturing method therefor. SOLUTION: The rod-shaped concrete reinforcing material wherein specific multi-filament-shaped fiber 1 has a core part 2 impregnated with epoxy resin and a coated layer 3 coated with epoxy resin at the outer side thereof and is cut in optional lengths in the fiber length direction is characterized in that the resin is cured in such a state that the material is wound with cloth or a film sheet having continuous recessed and projecting surface and sandwiched therebetween, the coated layer has recessed and projecting parts wherein the difference between the thickest part and the thinnest part of resin coated widths is >=100μm on the both surfaces or the entire surface thereof and a hydrophilicity imparting agent is applied on the surface of the coated layer coated with the epoxy resin.
