PROBLEM TO BE SOLVED: To reduce an overshoot amount in which a plant output exceeds a rated output, regardless of an operation condition of a plant. SOLUTION: This turbine control device by combined cycle power generation in which a steam turbine and a gas turbine are uniaxially coupled, comprises: a means 10h for detecting that the turbine output approaches the rated output; a means 10j for switching a load change rate to a change rate lower than that in a normal time in response to approach of the turbine output to the rated output; a means for finding a deviation between a turbine load set signal and the turbine output; and a means 10d for limiting the deviation by means of the load change rate.
