PROBLEM TO BE SOLVED: To efficiently discharge deposit accumulating in a fluid transport pipe to the outside through a through-hole of a lower pipe wall, to shorten a construction period, and to reduce construction costs. SOLUTION: A coupling body 3 is provided with a flow channel forming part 5 for forming a bypass flow channel 4 between it and the outer peripheral surface of the fluid transport pipe 1 in a communicating state with through-holes 1a and 1b formed in upper and lower wall parts of the fluid transport pipe 1, and a pipe part 7 for branch that communicates with the upper part of the bypass flow channel 4 and has a branch flow channel 6 opening upward along the axial direction of the upper through holes 1a. A blocking member 8 engaging with the upper through-holes 1a through the branch flow channel 6 has a length allowing storage of it in the branch flow channel 6. Facing parts between the inner peripheral surface of the pipe part 7 for branch and the outer peripheral surface of the blocking member 8 are provided with a removal preventing part 11 that engages from the axial direction of the upper through-holes 1a and prevents pulling movement of the blocking member 8 when the blocking member 8 is engaged with the upper through holes 1a.
