PROBLEM TO BE SOLVED: To provide a cushion material which has high fire retardance performance and soft performance and is improved in handling quality and appearance grade in manufacturing and a method of manufacturing the same. SOLUTION: The cushion material comprise an outer layer consisting of a fiber assemblage dispersed and mixed with flame-retardant staple fibers and incombustible heat resistant staple fibers with each other and an inner layer consisting of a fiber assemblage dispersed and mixed with non-elastic polyester crimped staple fibers enclosed with the outer layer and thermoadhesive elastic conjugate staple fibers with each other and at this time, the outer layer and the inner layer are bonded to each other.
