PURPOSE: An intelligent IP(Internet Protocol) packet relay device and a method therefor are provided to reduce congestion phenomenon of intermediate nodes by adjusting a size of a packet and transmitting the packet to be suitable for the packet transmission ability and bandwidth of each communication network. CONSTITUTION: A radio link connection unit connects to a radio link(102). A packet network connection unit connects to a packet network(103). A packet relay control unit acquires a traffic between the radio link(102) and the packet network(103), recomposes a traffic to be transmitted to the packet network(103) among the acquired traffics as the first maximum transmission unit size, and recomposes a traffic to be transmitted to the radio link(102) among the acquired traffics as the second maximum transmission unit size.
