PURPOSE: A retaining wall is provided to prevent the surface water flowing the back surface of the retaining wall from flowing to the front surface thereof, and to drain the shut-off surface water at the same time, and to minimize the lateral pressure transmitted to the back surface of the retaining wall. CONSTITUTION: The upper end surface of a horizontal structure of a block for finishing(200) includes a pair of drainage holes(211a) penetrating toward the lower end surface, which function to drain the surface water. The retaining wall(100) is constructed by using the block for finishing, and a perforated drain pipe(300) is vertically installed to drain the surface water shut-off by the block for finishing and the underground water of the back surface of the retaining wall. The perforated drain pipe is installed such that a drain hole(320) is located on the lowest part of the front side of the retaining wall.
