PURPOSE: An electronic payment device using electronic money stored in a CD card, a method thereof, and a recording medium having the same are provided to perform an electronic payment by reading electronic payment information stored in an electronic chip and electronic payment information stored in a recording area of a CD card including an electronic chip. CONSTITUTION: In an electronic paying unit, an electronic chip reading unit reads predetermined electronic money recognizing information stored in an electronic chip of a CD(Compact Disk) card. An interface unit(310) transmits the read predetermined electronic money recognizing information to an external electronic money managing server, and receives electronic money authentication information being transmitted selectively from the electronic money managing server based on the transmitted electronic money recognizing information. A CD reading unit(330) reads predetermined electronic money recognizing information from a recording area of the CD. The interface unit(310) transmits the predetermined electronic money recognizing information read from the recording area to the electronic money managing server and receives electronic money authentication information being transmitted selectively from the electronic money managing server based on the electronic money recognizing information transmitted and read from the recording area.
