PROBLEM TO BE SOLVED: To provide a speech charging device having superior economy and convenience that can cope with the charge revision of a speech network and enables users to receive a priority connection service at optimum cost at all times. SOLUTION: The speech charging device is provided with an optimum charge selection means 4, that receives and stores newest priority connection service information downloaded from a service provider 3 via the Internet IP, displays the priority connection service providing an optimum accumulated speech charge for a prescribed period on a display means 5, on the basis of charging information of speech information and priority connection service information supplied from a master device 2 and enables a user to select the service.
