PROBLEM TO BE SOLVED: To eliminate danger such as discharge and a short circuit from the end of a conductive roller to which voltage is applied in its radial direction and to realize the effective utilization of the roller in the entire length direction. SOLUTION: This conductive roller of the electrophotographic device is a roller to which the voltage is applied between the roller and an opposed conductor or semiconductor such as an intermediate transfer roller and which moves or flocculates the electrified toner by electric force. The conductive roller is constituted of a core bar, the conductor as an inner layer and a surface layer with which the inner layer is coated, and further the surface layer is constituted of a conductive tube layer having higher resistance than the inner layer. The conductive tube layer projects to both sides in an axial direction from the inner layer so as to secure an insulating distance to prevent the discharge to the opposed conductor.
