PROBLEM TO BE SOLVED: To provide a resin composition for dampproofing, capable of imparting high dampproofing activity and obtaining a dampproofing material, wherein the material is excellent in disintegration of a resin layer and paper in reclaiming, has good antiblocking property and slip resistance and causes no falling off of wax, to provide a synthetic resin emulsion for dampproofing to be included in the composition, and to provide a dampproofing material obtained by being coated with the composition on the substrate. SOLUTION: The synthetic resin emulsion for dampproofing is obtained by emulsification and polymerization of a monomer mixture containing 0.5-20 wt.% aliphatic conjugated diene-based monomer, 30-80 wt.% (meth)acrylic 3-10C alkylester based monomer and 1-40 wt.% carboxyl-containing vinyl-based monomer. The resin composition for dampproofing is obtained by containing the synthetic resin emulsion for dampproofing, wax, and hydrophobic powder and the dampproofing material is obtained by coating the resin composition for dampproofing on a substrate at a coating rate of 10-50 g/m<2> calculated in terms of solid components.
