PROBLEM TO BE SOLVED: To reduce a time required for recognition and shorten the production period as much as possible. SOLUTION: A chip is transferred to next station, by each 90-degree rotation of a rotating tape 20 by means of an index unit, and furthermore it is transferred to the following part insertion station. While the chip is being transferred, three housing grooves 3B of a tape body 3A on a transfer rail 4 is photographed by a recognition camera 16. Namely, the three housing grooves 3B are photographed at the same time to check whether or not a chip 30 has been inserted into the leftmost housing groove 3B, to confirm that no chip has been inserted into the rightmost housing groove 3B (empty), and to recognize the position of the rightmost housing groove 3B.
