PROBLEM TO BE SOLVED: To realize the reliable braking while preventing the interference of a rotary brake and circumferential members. SOLUTION: Belts 31, 32 are respectively wound on outer peripheral faces of a first operation rotary body 21 and a second operation rotary body 24, and at least one end of each belt 31, 32 is pulled by a first pulling means 33 and a second pulling means 34 applying the attraction force of a magnet coil to apply the braking force to the rotating bodies 21, 24. As the pulling means 33, 34 are mounted on arbitrary positions separately from the operation rotating body 21, 24, the interference with the other members can be prevented. Further, by mounting both pulling means 33, 34 around a rotating shaft while shifted from each other, the puling means can be mounted sufficiently close to each other in the axial direction while preventing the interference with each other.
