PROBLEM TO BE SOLVED: To easily detect the stagnant state of air (the unfull state of water) in the case of the occurrence of air stagnation inside a pipe. SOLUTION: In this concentration meter, microwave, ultrasonic wave, light or radiation is transmitted into the pipe 1 in which a fluid passes through, from a transmitting element 2 installed on a pipe external wall on one side of the pipe 1, and the microwave, ultrasonic wave, light or radiation is received by a receiving element 3 installed on the pipe external wall on the other side of the pipe 1 opposedly to the transmitting element 2 to obtain the concentration of the fluid passing through inside the pipe, from the characteristic of the microwave, ultrasonic wave, light or radiation. The concentration meter is provided with a pair of electrodes 41, 42 opposedly installed in a horizontal direction, on the upper side of the horizontal centerline of the pipe wall of the pipe 1, and air stagnation detecting means 43, 44, 45 for detecting air stagnation inside the pipe 1 by measuring impedance between a pair of electrodes 41, 42.
