PROBLEM TO BE SOLVED: To provide a system for connecting between networks, which can relay data even when a plurality of channels are interrupted among channels connected to a virtual router. SOLUTION: A plurality of routers 10, 11 are connected within the same network and are set in a relationship of a master and a backup according to the mounted VRRP (Virtual Router Redundancy Protocol), thereby to build up a virtual router. The virtual router transmits a packet that is input from the network or an external network, to a destination network. Substitute ports 10c, 11c are provided in both routers 10, 11, and these substitute ports 10c, 11c are connected to each other through a signal line 3. When a trouble occurres on the route, a router in the backup state is changed to a master node, and a packet from a PC 1 or the Internet 2 is forwarded on the route via the substitute ports 10c, 11c.
