PROBLEM TO BE SOLVED: To provide a picture angle detecting device capable of accurately detecting the angle at the oblique edge of a picture to be displayed with a video signal and a scanning line interpolating device equipped with this picture angle detecting device. SOLUTION: A binarizing part 2 binarizes a video signal VD1 to be inputted from an A/D converter 12 and a video signal VD2 to be outputted from a line memory 1, by using a mean luminance value LU to be applied from an in- detecting window video signal processing part 5 as a threshold value, and outputs a binary pattern BI. A reference pattern generating part 6a generates a plurality of reference patterns RA. A first pattern matching angle detecting part 3 compares the binary pattern BI with each of those reference patterns RA, and outputs the angle of the matched reference pattern RA as angle information PA. An isolated detected point removing part 4 outputs an angle signal AN when the angle information PA has continuity.
