PROBLEM TO BE SOLVED: To reduce ununiformity to a minimum in assignment result of frequency resources between the same level service class users. SOLUTION: When codes are assigned to mobile terminals M2, M3, M4, as shown in (a), and a mobile terminal M1 to which four codes are fixedly assigned originates a call, a managing table is referred, and the code assignment of the mobile terminals M2, M3, M4 is adjusted on the basis of the priority level. After the adjustment, e.g. one code is assigned to the terminal M2, one code is assigned to the terminal M3, and two codes are assigned to the terminal M4. As the result that four codes are assigned to the mobile terminal M1, the code assignment is shown as (b). |
