PROBLEM TO BE SOLVED: To provide an optical modulator that can automatically adjust a modulation factor in an optimum state in order to avoid deterioration in transmission quality including the effect on a transmission characteristic of an optical transmission medium for optical transmission. SOLUTION: A transmitter 9 transmits the number of corrected bit errors processed by an opposite station 200 including an optical data signal receiver to its own station 100 including an optical data signal transmitter 90 via an optical fiber transmission line 6, a phase control circuit 12 controls the phase of a clock received by a phase modulator 2 to minimize the number of corrected bit errors received by its own station 100 to automatically adjust the modulation factor of the phase modulator 2 in an optimum state so as to avoid the deterioration in the transmission quality including the effect of the transmission characteristic of the optical fiber transmission line for optical transmission.
