SOLUTION: An active transmission path including an active relay fiber transmission line and a standby transmission path including a standby relay fiber transmission line are set as a transmission path of the signal light between a host node device and a subordinate node device, the host node device selects one of the signal light in an incoming direction sent from the subordinate node device to the host node device via the active or the standby transmission path, the signal light to the subordinate node device is distributed into two, transmitted to the active and standby relay fiber transmission lines, the subordinate node device selects one of the signal light in the outgoing direction sent from the host node device to the subordinate node device via the active or standby transmission path, and the signal light to the host node device is distributed into two and transmitted to the active and standby relay fiber.
