PROBLEM TO BE SOLVED: To provide a water-soluble surfactant composition excellent in defoaming properties and wettability. SOLUTION: This surfactant composition includes (A) one or two or more kinds of compounds selected from an acetylene glycol expressed by formula (1) (in the formula R<1> and R<2> are each an alkyl group) and an ethoxylation derivative of acetylene glycol expressed by formula (2) (in the formula m and n are each a positive number of 0.5-25, n+n is 1-40) and (B) a polyoxy(ethylene/ propylene), a block polymer expressed by formula (3): HO(C2 H4 O)w (C3 H6 O)x (C2 H4 O)y H (w, x, and y are each a positive number), having 1,000-7,000 of a weight average molecular weight, 10-55 wt.% of the ethylene oxide content, and 45-90 wt.% of the propylene oxide content, and the composition manifests <=40 deg. of a contact angle after 30 sec of dropping a 0.1 wt.% aqueous solution and <=45 mN/m of dynamic surface tension at 1 Hz and 10 Hz.
