PROBLEM TO BE SOLVED: To provide a formulating agent for a cosmetic capable of activating skin cells and inhibiting aging of the skin by formulating an alga Dunaliella in the cosmetic for exhibiting ameliorating actions on atopic dermatitis or ultraviolet shielding actions of the alga Dunaliella without formulating the alga Dunaliella for coloring. SOLUTION: This formulating agent for the cosmetic is composed of the alga Dunaliella.
