PROBLEM TO BE SOLVED: To integrate an X.25 packet network with an IP network. SOLUTION: A plurality of gateways 12, 22, 32 compatible with X.25 terminals that manage X.25 terminal addresses of X.25 terminals contained in them and a server 42 are connected to the IP network 1 in an initial state. The server stores the addresses of all X.25 terminals contained in the X.25 packet network built up on the IP network and IP addresses of the gateways corresponding to the terminals. When the server receives a notice request of the IP address from a gateway corresponding to the X.25 terminal with respect to VC connection from an X.25 terminal to other X.25 terminal, the server informs the request source gateway about the IP address of the gateway corresponding to another X.25 terminal to attain data communications between the X.25 terminal and the other X.25 terminal.
