PROBLEM TO BE SOLVED: To provide the controller for a plant capable of properly controlling a plant by using an adaptive controller, and precisely matching a plant output with a control target value even when the control target value is changed stepwise. SOLUTION: A control input KSTR is calculated by an adaptive controller 42 constituted of a parameter adjusting mechanism 54 and a response designated controller 55. The parameter adjusting mechanism 54 identifies a model parameter for deciding the characteristics of a model to be controlled. The response designated controller 55 calculates an adaptive control input KSTRADP by using a parameter POLE for designating response characteristics, and calculates a damping control input KSTRDMP according to the changing amounts of a control output KACT, and calculates the sum of the both inputs as the control input KSTR. The damping control input KSTRDMP corrects the control input KSTR in a direction for decreasing the changing amounts of the control output KACT.
