PROBLEM TO BE SOLVED: To provide a center station device in a response confirmation system by utilizing a satellite channel that correctly receives a response signal from a user and has a shortened waiting time (response frame time) required for detecting the response signal. SOLUTION: The center station is provided with a propagation delay time grasp means that grasps for each user station a first delay time equivalent to a propagation delay time of a signal propagation path between a center station and the user station depending on the location of each arranged user station, a processing delay time grasp means that grasps a second delay time with respect to a processing delay in each user station for, a waiting time determination means that determines the waiting time after the center station transmits an inquiry signal until the center station starts response signal waiting from a plurality of user stations on the basis of the first and second delay times from a plurality of the user stations, and a wait reception period determination means that determines a length of a waiting period after the center station stars waiting of the response signal from a plurality of the user stations until its end on the basis of the first and second delay times from a plurality of the user stations.
