PROBLEM TO BE SOLVED: To provide an electrolytic solution for a lithium secondary battery and the lithium secondary battery, having little load on environment and having high safety. SOLUTION: This electrolytic solution for the lithium secondary battery includes an organic solvent and a solute dissolving in the organic solvent to dissociate and generate lithium ions. The solute contains a non-halogen-based boron-based lithium salt, e.g. lithium dioxalic acid boroxide represented by formula (I). The lithium secondary battery uses the electrolytic solution.
