PROBLEM TO BE SOLVED: To provide a base agent which is used for hair cosmetics, has excellent storage stability and excellent uniform compatibility, is free from stiffness and stickiness, and forms transparent films exhibiting water resistance, moisture resistance, low adhesivity, smoothing effect, and long sustained effect, and to provide a hair cosmetic. SOLUTION: This base agent for the hair cosmetics comprises a copolymer obtained by a solution copolymerization reaction of (A) an ethylenic unsaturated monomer component comprising (a) 0.1 to 20 wt.% of a phosphate compound having one or more radically polymerizable ethylenic unsaturated groups, (b) 10 to 40 wt.% of an ethylenic unsaturated monomer having one or more carboxyl groups in the molecule, and (c) 40 to 89.9 wt.% of another ethylenic unsaturated monomer in the presence of a radical polymerization initiator and (B) an amino-modified silicone compound in (C) a solvent comprising a hydrophilic solvent or water and a hydrophilic solvent.
