PURPOSE: A packet transmission system, a packet transmission route management apparatus, and a packet transmission route management method are provided to reduce packets when a mobile node is moved. CONSTITUTION: When a mobile node(110) moves into a new foreign link, a corresponding access router(140-1 to 140-4) transmits a registration request to a home agent(130) or a correspondent node. When acquiring the registration request on the way to a destination, each mobility support router(150-1 to 150-6) stores an entry having a home address of the mobile node(110) and a CoA(Care of Address) contained in the registration request, and produces and transmits a new registration request updating the address to its own address. When receiving a packet addressed to the home address recorded in the entry, the mobility support router(150-1 to 150-6) encapsulates this packet to produce a tunneling packet, and relays the tunneling packet to the CoA that is recorded in the entry in association with the home address, thereby correctly forwarding the data packet to the destination.
