An annular tightening member (80) with a tapered portion, a straight wall and a hooked portion is provided between the annular cover (72) and bearing (76) of an upper bowl set (70) for providing a pivoting and sliding effect between a front fork tube (30) and a head tube (20). The head bowl set (10) includes the front fork tube which is placed through the head tube to connect a handle bar support tube at the top end. A locking device (50) is arranged at the top end of the front for tube to press against the handle bar support tube and the lower and upper bowl sets (60,70). The lower and upper bowl sets are respectively arranged at the top and bottom ends of the head tube.
