A manually or motor-driven wheel (4) is mounted on two eccentric axles (5, 6) extending parallel to the wheel rotation axis, so that this rotation axis is located approximately midway between the two axles. A roller for moving the device along the ground is secured to a first axle (5). A lever (7) is secured to the second axle (6) via its middle part (9), which is rotatable about the axle length axis. The leading part (8) or another part of the lever is secured to the frame so that the angle of the lever length axis relative to the frame only changes slightly when the wheel is rotated.
