PURPOSE: A method is provided to increase surface quality of a steel plate by removing scale inlet to a coil box in a minimal process. CONSTITUTION: A middle heater(7) naturally oxidizes a steel plate without pressure so that scale is easily ablated. The scale formed on the coil box is descaled by high-pressure water and the cleaned steel plate is inserted into the cleaned coil box. Then, the steel plate is airtight-wound in a scroll shape in a temperature of more than 1020°C and suppressed from oxidizing inside. Finally, the plate is loosened while descaling and inserted into a final finishing mill.
