PURPOSE: A method for forming a cold-rolling roll unit is provided to increase a hit rate of forming the roll unit and an automation degree and to form the optimum roll unit by minimizing manual operation and reducing a work load. CONSTITUTION: Process limit conditions to each roll unit are set up, and a limit condition value by process limit condition is set up by coil. The deviation of the limit condition value by process limit condition between coils is obtained by using the limit condition value by coil. A difficulty degree is obtained by adding up the deviation of the limit condition value. The coil is arranged for the sum of the work difficulty degree to be the minimum upon forming the coil.
