PROBLEM TO BE SOLVED: To provide an operation monitoring system capable of positively monitoring a vehicle during traveling and delicately promoting a safety operation at proper time by adapting to various kinds of conditions related to an operation. SOLUTION: This operation monitoring system 1 includes terminal equipment 2 provided on a mobile body and an operation monitoring device 3 for monitoring the operation of the mobile body. In the terminal equipment 2, a special operation state is detected based on a prescribed detected threshold value. In the operation monitoring device 3, the presence or absence of the necessity of a notification to the terminal equipment 2 is decided based on a prescribed decision threshold value.
