PROBLEM TO BE SOLVED: To provide a rigid, lightweight and inexpensive inner panel in a vehicle door in which an outer panel and a door trim are fitted to a fitting frame body, and an inner panel covers an opening part of the fitting frame body. SOLUTION: In a pressing process (S1), a steel sheet is pressed to form the opening part 31 of the fitting frame body 3, and an inner panel steel sheet part 50 which is a steel sheet piece punched from the opening part 31 is obtained. A penetration preventive shape 59 provided on a connection part of an inner uneven part of the inner panel steel sheet part 50 to a fitting seat face 60 is also formed. Next, in an injection molding process (S2), the fitting seat face 60 for fitting the inner panel steel plate part 50 to the fitting frame body 3 are formed on a peripheral edge part of the inner panel steel sheet part 50 with a resin. A door function component fitting part for fitting a door function component is also formed inside the inner panel steel sheet part 50.
